Cannot See PDF Comments

We are using a vendor provided application to do commenting on PDF documents. We use Acobat Professional 7 to perform commenting. For some reason, some documents' comments cannot be viewed by the Reader. This message pops up: "The comments could not be imported because the document's permissions do not allow comment import operations." We can't identify what permission it is referring to. Please HELP!

If your files restrict permissions for commenting, you won't be able to add comments to your PDFs. Open the Document Properties (Ctrl/Command + D) and click the Security tab. Be certain that the secure PDFs provide permissions for commenting.

I too had this message. I don't think the issue is the document properties/security.

I fixed my issue by specifically enabling user rights on the PDF in question .. see http://help.adobe.com/en_US/Acrobat/8.0/Professional/help.php?content=WS58a04a822e3e50102bd615109794195ff-7e0d.php
