Missing the "Comments" menu in the menu bar (file, edit, view bar)

We are using Adobe Acrobat Professional V8. Some of us do not have the Comments menu on the menu bar (File, Edit, View, Documents, Comments, etc).
 
We've searched all the different toolbar options and can't find how to add that to the menu bar. Any help is appreciated.

Are all users opening Acrobat Professional and not Adobe Reader?

Is the file 'annots.api' in the Acrobat's "plug_ins" folder?

Yes, all users are using Acrobat V8 Pro

And is the 'annots.api' file in Acrobat's plug-ins folder?

Removing this file removes commenting from Acrobat. You may need to repair the application.

Sorry, I meant to say that yes, all the files are there, including the annots,api file.
