We are running Terminal Server 2000; the display properties of Acrobat 8 Pro are comprimised in the view moves up and down in "waves" rather than controlled scrolling. Suggestions ???

That is due to Acrobat driving it's own input to the framebuffer in the page display area. The reason for this is to provide better control for font display.
You may want to take a look at your WTS box's CPU load when moving the 'view' around. If it's spiking you have an undersized CPU and may need to move up to a faster system to provide a more satisfactory customer experience.
As an aside, please check with your Adobe sales rep regarding licensing and usage conditions of Acrobat (or any other Adobe desktop product) in a WTS/Citrix environment.
