My understanding is the ArcGIS 9.3 exports to PDFs including layers and attributes. My question is how does TerraGo Publisher add additional value.
What are the differences in the two export solutions in particular with regard to field workflows and for making it easier for non-gis users take advantage of GIS information for decision making.

TerragoTech software (Publisher) does two important things: it saves hyperlinks and creates GeoPDF mapbooks.
Hyperlinks: If there are hyperlinks in a shapefile that reference a photo, word document, etc,. the user can use that link to see the referenced data in Reader.
Mapbooks: When a user creates a Mapbook in "Arc"MapBook there are references to which map is to the north, west... and in Reader you have an index map with links to individual (detail maps) and in the detail map the user can click on the edge of the map to go to the next detailed map.

It works on both Mac and PC while other solutions are PC only. It is not full featured, though feature attributes and coordinates are accessible in Acrobat. But nifty tidbit: with Acrobat Pro you can import supplementary geo data into an existing geo PDF, even if it is in a different projection, and it will overlay onto the map. Might turn out to be a quick and dirty reprojection trick for those without ArcMap.
