Alternate Text Showing/Images Changing

Is there a control, option, or preference that can be toggled on or off for when the alternate text in a figure tag shows when the cursor is hovering over an image in a tagged pdf? I am trying to get it so that the alternate text does NOT show when the cursor is hovering over an image. I also noticed that this happens over some images yet not others. Is there a preference for this?
 
Also, I am having problems with the art in my pdf files after the accessibility tags have been added.
The adding of tags seems to change the layering in the art so that parts of the art are no longer visible. Sometimes it's not just during the tagging process that this problem occurs. It also seems to happen after saving.
Has anyone else had this problem and are there any ways to prevent this from happening?

G'day,

No "toggle".
The presences or lack thereof seems to be related to the PDF page size.
How you add your tags can affect the PDF content.
When you must work Tagging manually you must always work out of the structure tree (Tags panel).
An appropriately pruned structure tree will resolve most, if not all blivets in the Content panel and Order panel.
When harmonizing these always use the Tags panel/structure tree as the 'hub'.
Making the Content panel the focus often as not results in z-order issues (one thing ends up covering another).
