Can I make a PDF file that I did not create a read only file?

Dear people using this forum,
I have a copyrighted PDF file with a copyright restriction that allows me to share the information with others -- providing they do not copy it. I have put the copyrighted information on a flash drive along with a note asking the user to be honest and not download the copyrighted files. If this is the best I can do -- and that is what people have told me, then, I'm not happy, but I understand. Does anyone have any suggestions as to how I can make this information available electronically but not allow it to be copied? Thank you for your help.

With PDF the simple answer is "you can't". It's a regular file, so users can make as many copies of it as they want, and send it to whomever they want.

With a DRM-based solution you can prevent other users from being able to open the file, but instances of the data are still distributable.
