Lose tags when spawn Template - JAWS won't read

I have a two page Acroform (Acrobat Pro 9.3.3) which has a continuation button on the first page. When the continuation button is pressed, a continuation page is spawned, and placed between the two pages.

I created the continuation page as a separate Acroform and tagged it for JAWS. I then inserted it into my document, and made it a template. When I hid the template, all the tags disappeared. And when I clicked my continuation button to add it as a page, the page was added, but no tags reappeared.

To clarify, here are the steps I took:

1. Created properly tagged two page Acroform.
2. Inserted properly tagged one page Acroform, to act as a continuation page. I inserted it between the two pages, but the tags were placed at the end of the tag panel. I moved them into the correct place.
3. I made the inserted page a template. The tags were still OK.
4. I hid the template. The templates tags disappeared.
5. When I added a page, as my users will do, no tags were added, so this page is not readable by JAWS.

Does this mean that it is not possible to spawn a page from a template which can be tagged and readable in JAWS?

Yes, this occurs. It is expected behavior when adding/inserting tagged content from one PDF to another. While PDF page content may be insert before of after other PDF page content with the content sequence reflected appropriately, tagged content for inserted page content is always appended to the end of the structure tree.

Conversely, deletion of PDF page content does not delete the associated tagged content from the "host" PDF. This is because the structure tree content is separate from PDF page content.

Correct.
I suspect something similar to (or perhaps the action itself) PDF Optimizer's Discard Objects > Discard document tags occurs when a page template is hidden.Be well...

Thank you so much for replying. Obviously, this form would be better done in LiveCycle. And we actually had done it for the client in LiveCycle several months ago. However, they were not happy with the internal XML changes to the field names. They read in and use the entire form, not just the data from the form. So we went backwards to make the form 508 compliant for them in Acrobat.

It just goes to show, you can't have everything. I appreciate you taking the time to confirm what I already suspected. And I appreciate the background information as well.
