The form has been designed and made accessible up until the 'Submit' button. Unsure of how to "tag" a button since Acrobat can't seem to recognize it in the TouchUp Reading Order tool.

Any ideas?

Hi,
A button is a type of annotation. Annotations are not an intrinsic part of PDF page content (i.e., the 'stuff' brought over from the authoring file).
So, until you locate & tag the annotation, TORU cannot do much.Something to try.
With the PDF open, open the Tags panel.
Select the root entry, 'Tags'.
Open the Options menu (drop-down associated with the "cog wheels" icon).
Click Find.
In the Find Element dialog, for "Find:" select "Unmarked Annotations".
Use the Find button to find each instance.
When found, use the Tag Element button.
In the New Tag dialog, for "Type", select "Annotation".
You may want to enter something short but useful in the "Title" field.
This will help you locate the specific tag you have created for specific Annotations when you go into the structure tree.
Locate and tag all annotations.
If you selected "Tags", initially, in the Tags panel then all add Annotation tags will be at the bottom of the root.
Now, position each appropriately in the hierarchy of the structure tree.
For the first , create a tag. Position it appropriately in the top-down hierarchy of the structure tree.
Move the first under the as a child.
Continue for all tags.
Goal is to have a good hierarchy/read order relationship.

Note that, if starting with a "dynamic form" the form must be turned into a "static form" (when using LCD).

Like Disney's Fort Wilderness Lodge Holiday Tree, a well groomed PDF structure tree is a sight to see.Be well...

Be well...
