PDF using Acrobat's create from blank

I'm looking at options for creating PDFs and one of them is creating from a Blank in Acrobat. This is how the page is setup in the following order:
 
1. A line at the top o be ther header
2. A simple space delimited data table
3. Two images
4. Then some body of text
 
When I save it, I am able to go back and make the table a real table, imasge with alt text. The issue I have is that when I define the header with the TORU tool all the text becomes a header. If I go down to the body text and defne that as text; then all text becomes even the header.
 
My question is there any way to differentiate the header and text body?

You can add a header and footer in Acrobat that is separate from the page content.

Remember that Acrobat is not an authoring program and editing the text can be difficult.
