Please solve this PDF Accessibility reordering Issue.

Hi,
I am new to this forum, sorry if this query was already solved.
 
I got a well tagged PDF from ID, all i need to do are,
1. back-ground the header and footer contents(used touchup reading order)
2. reorder the contents (used order panel drag and drop)
3. QA this file using jaws.
 
Issues,
1. After reordering the contents, some pages became blank while viewing in reflow option, but those contents reads fine with jaws.
2. Jaws skipped some contents and it reads the skipped contents at the end of the page.
 
Why this skipping of content happens, even the reordering is correct. I have not touched the clear page structure and pdf tags.
 
Pl, explain me whether i am doing the things right.

When "working" a Tagged PDF, the primary focus needs to be on the structure tree located in the Tags panel.
Walk the tree top down (with Highlight Contents selected).
Add appropriate tags and associated content if needed (again, working within the Tags panel).
With PDF page content correctly tagged then address annotations and form fields if they are present.

Just a note:

Start "QA" with Full Check (Adobe PDF then Section 508...).

Then "walk" the structure tree with Highlight Content selected.

Save As / Export to Accessible text file and compare this to what you've established in the strucuture tree.

Resolve any identified issues.

After this, then run through the AT application.
