Create interacitve pdf problems

Hi!
I really urgently need your help!
 
I have to create an interactive pdf for a firm. They send it to their customers an they use it/fill it in, have the possibility to save the document with all their changes they made on their computers and/or send it back to the firm by email - again with all the changes they made. So far it sounds pretty easy ... BUT ...
 
The pdf has to fulfill certain thing, that are not so easy as it sounds. I managed to solve a lot of them using InDesing an Acrobat, but the big problem is: you can´t save it like this in the Acrobat Reader ...

- The firm offers a couple of services. Some of them are collected into modules (basic - standard - premium), but the customer also has the possibiliy, to choose the services he wants (customize).
I managed this by putting the modules on different layers in InDesign, exporting them to Acrobat an creating buttons to let the differnt layers appear or dissapear. Now this works perfectly ... but the bad ting is: you can't save this in the Reader, so that the module you choose stands on top ...
I solved the problem with the different services you can choose on you own (customize) by creating in InDesign 2 buttons on top of each other, so that the name of the service in grey stands on top (not selected) and the orange one above (selectet) and let the grey button on click dissapear and the orange one appear and the other way round. I exported it in Acrobat an it´s functonign pretty cool! But again, you can´t save the choosen services in the Reader ...
 
- the save and the send button are funtioning (at least one thing, I managed to do ... :-) only that it doesn't save the changes ...)
 
- But ther are still more problems:On mouseover at the services, there has to appear a pop-up window, which I would like to design myself. I managed to do this (you can see it on the top service on the right: "Consulting")by putting the picture (pdf) of the pop-up into a button, wich appearse on mouseover and dissapears, when you are not. I like it, the way it is ... BUT: because there are a lot of services, I would have to but several button on each other and in this case, it doesn't function any more ...
 
Sorry ... quite a lot of troubles ... so PLEASE HELP!!!
Does somebody now at least how to solve ONE of this problems?
 
Is it possible, to solve it in Acrobat or LiveCycle Designer?

Would it be for example possible, if you press the save or send button, to merge all layers to one? That would solve a big problem ... so the module they choose will be seen! They don't have to change this anymore when they have saved it ... But I don't know, how to do this ...

Have you enabled the Extended Reader Rights?

Have you checked the Acrobat JavaScript debugging console for errors?

Have you read the Acrobat JS API Reference with respect to saving a document using JavaScript?

You seriously think I am going to supply by email address to some service that wants to share it with other services? It says limited now, but it could very easily change its policy.
