OK, does anybody know how to do this in Acrobat, maybe using Enfocus Pitstop? I have a pdf that has too high ink density. I want to preserve the color balance but lower the ink density to 300 total. I can do this by opening each image in photshop, convert it to RGB using Adobe RGB (1998) working space, then back to CMYK using U.S. Web Coated (SWOP) v2. I was hoping there's an action or different tool I can use to achieve this globally.

In Acrobat Pro, Open Print Production > Convert Colors. From there you can convert all or some page objects into a different ICC profile.
