We work with an engineering firm that always sets the security on their plans to a level that only allows printing. I cannot use the measuring tools. Is there a setting that they could use that would allow the use of the measuring tools while still providing them with some level of protection?

Yes - they need to set security with commenting allowed (permissions menu, second pulldown, choose "commenting, filling in form....") as the measuring tools imprint their display on the PDF as comments.
