stamping every page simultaneously

I have custom dynamic stamps that I need to apply to every page of every submittal that comes "across my desk" and some of these pdfs are hundreds of pages long. I would watermark them instead, but sometimes the stamps need to go in different places on different pages so they aren't obscuring text or images.
 
I would like to either:
 
1. place a stamp on every page at the same time (some sort of automated script? or shortcut I can't figure out?) then flip through the pages and move the stamps if needed
 
or
 
2. keep the stamp tool "sticky" or active or whatever and not have to keep clicking on it in the toolbar every time I go to the next page
 
Anyone know how to do either or have thoughts on ways of looking at the problem I'm missing? Would appreciate any input, tips or tricks!

you should consider the "Import as layer" option :

you should consider the "Import as layer" option :
I'm also interested in this subject, but your answer wasn't helpful in a way where I could use the information. I was unable to find anything related to "Import as layer" either in the menus or in the Adobe Help. Could you be a little more specific (I fear both Merlin and myself are not very advanced in these areas).
