Am I missing something?
 
Previous version of Acrobat you could tear off the comments and have a floating pane that you could position as you wished.
 
In this new (@#$%^&*&^%$) version, I can't seem to find a way - I have a comments window that is fixed in position. I sincerely hope that this isn't permanent.

the pane is fixed to the right and cannot be moved, sorry.
