Adobe 9 - Users cannot join or publish comments

We have a set of reviewers. I create a 2-page PDF document and initiate a shared review through Acrobat X.
 
Some with Acrobat X can review, comments, and publish comments just fine.
 
Other reviewers with READER 9 cannot join the review. The can make comments, however there is NO option to Publish Comments.
 
How can the users with Reader 9 join the review and publish their comments.

Shared review PDF should be saved in the recipients My Documents folder on their WinPC. Recipients with Acrobat Pro can comment and collaborate in real time. Recipients with Reader can add comments to their saved shared review but cannot comment and share in real time. To share comments, recipients with reader must send shared review PDF back to initiator who has Acrobat Pro on their WinPC. Initiator opens e-mail attachment, which opens in Acrobat Pro and then adds comments to the original shared review PDF. Alternatively, arrange for recipients with Reader to log on to another person’s WinPC on their network that has Acrobat Pro. Recipient now has temporary access to Acrobat Pro from their account and can comment and collaborate in real time.

To recap, ideally all recipients of shared review PDF should have permanent or temporary access to Acrobat Pro. If not, the review initiator will have to facilitate shared review.

I having this same problem with Reader X. Reviewers are joining a shared review and it opens up in their browser but the comments tool is not available to them.
They have had to copy the URL link and paste into Reader to open. They can make comments but still can't publish them. They only have option to save to their computer.
I notice if I join the same review a box comes up saying there are comments that have not been published by other reviewers do you want to publish them. I can publish
them but they are published in behalf of which causes text comments to be cut off. This is a pain because only the person who publishes the comments is able to enlarge the text box to see entire comment.

The comments not showing up in the browser is an ongoing issue. It's like there is not a Acrobat Reader plug in in the Browser to allow the comments tool to show up. Is it defaulting to some other PDF reader?. How can we get the browser to recognize the Acrobat Reader plug in on a PC. It seems to work when used on a Mac.

Any help here would be greatly appreciated!

Hello! I just found out that you don't need to have Acrobat Pro. Being in a agency where we don't have money to buy software makes that impossible.

However, for Sthomp, if you use Reader 9.4 or Reader X, it works!! We tested the 9.4 yesterday and it worked as it should.
