Can I make a PDF available to a group with certain pages locked/mandatory and other pages deletable?

Specifically, I want to make available to a large group of people a pdf that has 3 mandatory pages at front and 3 mandatory pages at back but of the ~25 pages in the middle they can choose to include all or any subset thereof. Ideally certain text on the mandatory pages is editible and other text is not.
 
So essentially there are some 'locked' sections, but the content in the middle can be deleted.
 
Is this possible?

That depends on several things:
1. In which application the users are going to be viewing the file? (Acrobat/Reader)
2. In which application do you want to create the form? (Acrobat/LC Designer)

Thanks so much for the response. I have flexibility in terms of how we would create the form (eg if we need to use LC Designer, which we currently do not have, we could *probably* get it). However, the users would be accessing the document through a website. So I assume that it depends on what each of them have? I assume that most of them only have reader. Very much appreciate your help.

If the users are going to be using Reader then your only option is to use dynamic LiveCycle forms, which can hide/show pages on demand.
LiveCycle comes bundled with Acrobat Pro, but only in the Windows version.
