Comment & Markup Toolbar

Has anyone encountered an issue where the comment & markup toolbar does not show up in a pdf when it is opened within a browser? I run into this issue from Adobe 7 & 8 Standard and Pro. Am I missing something here?

Individuals with Reader cannot participate in the browser review on Acrobat 7 Pro. only email review. In Acrobat 8 Pro. you can use the Shared Review capability for Reader participants (version 8 -- version 7 if you're using email-based review). To initiate a review in Acrobat 8, you'll need to use the command "Send for Shared Review". This should trigger the toolbars to appear for the participants in the browser.
