When I open a PDF file in Acrobat 7 Professional, it says the document has no security and commenting is allowed. But when I open the document in Acrobat 8 Reader, it says commenting is not allowed.
In order for commenting to be available in Adobe Reader, the file must be enabled with reader usage rights for commenting. Your first clue that a file is not enabled is when you can't access the commeting tools in Reader.
