I have adobe reader 8. I want to add comments on pdfs created usiing softwares other than adobe? Can i do it using a reader?
 
second - hpw do i see the commenting rights of a document?

No... you need Adobe Acrobat 7 or 8 Professional in order to enable a PDF for commenting (or use the LiveCycle Reader Extensions Server). Commenting in Adobe Reader does require using an Adobe product.

The only way you can see the commenting tools in Adobe Reader is when a file is enabled with Reader usage rights.
