commenting within form fields

I'm trying to highlight text that is within a form field, but can't get any of the commenting tools to work. They work fine in text that is not within a form field. I'm using Acrobat Professional 7 for Windows. The document has no security restrictions. Is this a normal limitation, or am I doing something wrong? Thanks much.

Form field and comments are in different objects within the PDF and they do not interact with each other by design.

Excuse my unclarity, but are you saying that there is no way to use the highlight tool to highlight text inside a form field? Thanks.

Highlighting is a comment for the body text only so one can not highlight within a form field. Although, one could use rich text fields and change the font color, style, point size, etc. of selected words.
