Customize sticky note (& other) commenting icon(s)

I review large architectural drawings. When an entire page is displayed the commenting icons are reduced in size -- so small that I must add thick boxes, arrows and circles to increase visibility. The extra work is very time consuming considering the old-fashioned properties dialog for changing colors, line size, etc.
 
I would like to substitute larger sticky note icons, perhaps have several styles. Any way to do this? We have some pretty sharp programmers - can they code a workaround? Maybe a substitute DLL file?

Might it not be easier to just open the Comments List?
Each comment/markup information and pop-up content is displayed.
The List can be sorted and filtered in many ways to facilitate focus on particular aspects.
Comment Lists can be printed to PDF to provide documents that reflect List sorts/filters or as global "snapshots" that faciliate review.



Many of the annotations provide a choice of icon.
Developing administrative controls might provide for desired uniformity of usage of these.
