Would like to know how to best set defualts for comments (i.e. font, size, color of text). Also plan to deploy these settings to all users, alsong with some custom Stamps.

What is the best way to create default settings for commenting, and then deploy these settings (alsong with some cusotm stamps) to a group?

You can use the Adobe Customization Wizard to customize key application preferences such as Comment font and size (not color). You can also include custom stamps.
