Enable Commenting in Reader 9.1.0

My company is exploring the use of Acrobat's comment and review features within our document review and approval process. We have hundreds of potential reviewers located at different sites around the state. A few might have Acrobat Pro, but most have some version of the Reader. Having IT update everybody to the latest Reader is out of the question.
 

 
I have Acrobat Pro 9 and have done some testing on a few reviewers that have different versions of the Reader...to ensure that commenting features and the "Send Comments" button are available when they recieve an email-based review. I have had success with every version, except 9.1.0. Can anyone explain why this is happening, and more specifically, how to fix it?

This may be a bug in that version of the Reader. I know IT can't upgrade everyone, but can the users update their version of the Reader?
