Error When Requesting Digital ID from Professional 8 to Reader 7

When I sent a request for a digital ID from Professional 8.1 with an attaced FDF file, the user clicks on it and tries to open with Reader 7, they recieve the following error:
 
Adobe Reader: The file you are attempting to open contains comments or form data that are supposed to be placed on . This document cannot be found. It may have been moved or deleted. Would you like to browse to attempt to locate this document?
 
What does this error message mean?

Hi allen_o,

It sounds as though you sent your certificate to the other user when you requested their certificate. (This is an option when you request a certificate.)

The FDF file should invoke Reader but if it doesn't, have the user try to open the file in Reader instead of double-clicking on it.
