How do you allow users to save and sign but not mark up static text.

Hello all, pretty new to this but have gotten pretty far in converting some of our corporate documents. They want to be able to save the document and sign but not allow any mark up of the static text. Looking all around and cannot find how to facilitate this request.

I am developing in live cycle, then opening in Acrobat Pro to enable useage rights for reader.

Can anyone assist?
