How to protect comments from deletion ?

I've created PDF fillable but Comments, reviews could be deleted. I need to protected this comments from deletion because we need to make sure that every comments applied to the form by the user.
How to set comments from deletion ?

It depends which application the user is using. If Acrobat then your best (only?) option is to flatten the file.
If Reader, I think that locking them should be sufficient.

Signing or Certifying the PDF can lock form fields, and makes the PDF always reversible to the signed step.

I have tried to open with Adobe Reader and comments can't be deleted.. Thanks to both of you.
