Issues with button icons and stamping

I have a couple of different page layout templates that I'm using to create sheets with multiple pictures(TIFFs) on them. The only ways that I could find to insert multiple TIFFs were A) Use the TouchUp Object tool, right click and hit Place Image and B) Make a text field and then set the icon to be the TIFF that I wanted to insert. Option A is a pain because I'd have to waste time moving and resizing etc., so I went for option B, which allowed me to make templates with the button fields on them so I could just save some read-only PDFs and add them as new pages when needed.

The problem that arises is I have a custom dynamic stamp(I think I've gotten the code doing what it should) that I need to stamp onto these pictures. But when I stamp onto the icons, the stamp appears behind the icon. It's still there(I can select it with the comments list), but I can't find a way to make it appear on top.

Flattening the PDF and then stamping works....the problem is that sometimes these documents need to have these pictures swapped out, so that's not really an option.

I had thought that Layers could be of use...but then I read in the help document that you can't stamp or place buttons onto layers.

When I insert the images via Place Image, the stamps actually appear on top. But the resizing takes too long.

Is there something I'm missing about the ordering of the stamps and button icons? Is there a way I can get the stamps to appear above the button icons? If not, is it possible to perform image resizing and image movement to specific locations via a Javascript or plug-in?

Edit: I also have LiveCycle. When I try to make the template with image fields the same thing happens when I try to stamp in Acrobat. Hitting send to back in Livecycle does nothing to help

Problem partially solved. For some reason, TIFFs behave nastily but PDFs behave nicely. When I was able to get the original PDF version from which most of the TIFFs were produced(there's still one group that I haven't been able to get them from. These TIFFs come from the customer. I'd bet though that whatever they make them in is capable of exporting PDFs instead), the stamps now show up over top of the icons when placed. However, making a PDF out of the TIFFs via right clicking and convert to PDF didn't work. I think I can find a work around though.

Unfortunately, I still cannot select the stamps once they're on the page where these icons are. I can select them via the comments list, but that's currently a pain in the butt because I don't yet know of a way to make the name that appears next to the stamp in the comment list be what was entered in the custom stamp(I'm sure there's a way though and it's not too difficult)

If anybody knows why the button icons are being selected before hand that would be greatly appreciated
