Is it possible to use the commenting and markup tool in Reader? It appears as 'not allowed' in all .pdf docs. How can I enable the tool?

Using the Reader you can only comment on PDF files that have been rights enabled to allow commenting.

To 'right-enable' a PDF you need Acrobat Pro 8.
