If the security on your PDF has been set to disallow Commenting then you won't be able to use the commenting tools. If not, the best tool would probably be the Text Box commenting tool because you can set the background color of it to white and change the font type/size/color. The Typewriter is very simplistic and does not allow you to change the font or the background.

Commenting over or adding a white text or any field over unwanted text will not remove it from the PDF. Specifically, the covered text can still be cut and pasted from the PDF or be found by search or JavaScript can extract the words. Many newspapers and government agencies have tried the above methods to hide very personal information without success.

If you want to remove the image or text, you must upgrade to Acrobat 8 Professional which includes redaction or purchase a 3rd party redaction tool and then apply Acrobat security to prevent comments and modification. Note that the security will not take affect until the document is saved, closed and reopened.

Redaction is the best method "if" you have Acrobat 8 and it will also allow you to overlay custom text to the redacted area.
