measuring tool and enabled documents

I need to enable pdf documents to allow the end user to use the measuring tool. I have several hundred tiff docs that I am converted to pdfs (using batch process). Can I batch process the "Enable for commenting and analysis" so the docs are enabled?

Is there any way that I can enable a received pdf planning application to allow me to use the measuring tools functionality available in version 9 and 10x. We receive many application from external sources and unless they are enabled on their end we are finding it impossible to use our measuring tool function
