no toolbars!

I suffered a crash a couple of weeks ago and have had to reinstall a lot of software to my mac. Always used Adobe Acrobat (full version) to do maps. Now company I work for is no longer issuing it. (Costs??)

But when I now try to work on maps, dock toolbars is greyed out and I can't seem to annotate. I try to get toolbars to appear but they won't. Yes I have the latest version of Adobe Reader.

I've checked Adobe preference and all seems OK there.

Adobe Reader :: Free
Acrobat 9 Standard :: $299 (upgrade is $99)
Acrobat 9 Professional :: $449 (upgrade is $159)
Acrobat 9 Pro Extended :: $699 (upgrade is $229)
(these are the individual user license costs - lower costs exist for Education, volume, & corporate type licenses)You can not "work" PDF files with Adobe Reader as it is — well, a "reader".
With that said, IF Acrobat Pro / Pro Extended is used to "enable/enhance" a PDF
then certain additional functionalities from within Adobe Reader become possible.

For full "work" a PDF you need at least Acrobat Professional.
If rich media is part of the mix, you need Pro Extended.

i've checked the manual I have and apparently I should be able to annotate the PDF using reader, but I get message

"only available when document rights are enabled"

when I try to click on sticky note, pencil etc it won't let me...

As the document says, the PDF can be annotated when 'rights are enabled". Reader can not enable those rights. You need Acrobat 8 Professional or Acrobat 9 Standard or better to enable the commenting rights.
