Notes not available in Reader 8 or 9

Hi
Anyone seen this before, I have created a PDF in Acrobat 8.1.2 and placed many notes for reviewers to read.

My Properties’ read that everything is allowed, yet when my reviewers open the document they do not see any notes and their properties read that Commenting is not allowed.

My Product Information:
Acrobat Pro 8.1.2, Windows

Recipients of your PDF using Reader should be able to see your notes even if commenting is not allowed. They just aren't able to add their own notes or comments.
Are you using any 3rd party plug-ins for your notes? Do you have an example that you can post?
