Permanently locking comments from deletion

I am looking for a process that will allow a user to lock down a comment from deletion. The lock feature in the properties of a comment out-of -the-box is temporary at best; anyone can unlock the comment and then delete it. Ideally the locking feature should be applied on a comment-by-comment basis. Any suggestions on the best way to go about creating this type of property for comments.
