Lately I have not been able to use the polygon mark up tool to outline items on PDFs. The tool will not let me start where I want and only draws straight lines leaving me with a simple rectangle. What happened to the tool that would allow me to place so many dots I could create curves and circles?

You likely have snap-to-grid enabled: View > Snap to Grid
