Script Writting for Document Rights Enabling

Greetings -
I create a lot of one page documents using Autocad, InDesign, photoshop ..etc

I am looking for a script that would read my PDF from its respective file into Adobe Acrobate Professional -

Enable the rights for the document for comments

Then save it back out to its repective location.

Thus allowing people with Plain Adobe Reader the ability to red lines my drawings instead of printing them out ..marking them up and faxing them back.

By marketing design Adobe doe not provide this. they want you to purchase the LiveCycle server product.

Yes - However I was talking to our adobe rep yesterday and he understands my problem, (Cost vs reality) and suggested I post the question here to see if anybody has written a script to do this - So I think it is possible - just not sure how
