Our organization has disabled JavaScript and enabled Enhanced Security in Reader- is this why?

Generally there are two reasons why the toolbars don't display in Reader during a Shared Review: 1) the actual PDF has not been comment enabled (you can check this under the File > Properties > Security tab) or 2) the Shared Review has ended (you can check this in Tracker).Also, if your version of Reader has been packaged for a corporate deployment, sometimes Shared Reviews are inadvertently disabled during the packaging process.
