Usage Rights vs. Security

I would like to generate a 3D PDF file that allows a collaborator to make measurements but prevents him from changing or extracting 3D data.
However, when I apply "Advanced/Enable Usage Right in Adobe Reader...", all security features are disabled. Is there a way around this limitation?

Security features remain intact when you Enable Usage Rights. Make sure you set the security features (Save document) first then double check them by viewing the properties under File --> Properties --> Security.

Yes, if found in the meantime that I had to allow commenting when setting the security properties. Only then I could apply usage rights. Otherwise, Enable Usage Rights is disabled.
