Why is my Properties Bar disabled at times?

I'm editing my form and adding comments. I can edit the properties of my text boxes (font/color,etc.) and then all of a sudden the Properties Bar gets disabled even when I have an object selected. What is causing this bar to disable?

Probably an issue with Acrobat, what version are you using?
