So I let it fetch, and then install, and then restart Windows.

And Yes .... So I repeat the cycle one more time.
But no, there is still no en of updates.
After 4 cycles, I check "system parameters" and "plugins" as presented by Reader.
I do one more fetch-install-restart.
When then checking "system parameters" and "plugins, there is no difference!
But still Reader tells me that, yes there are updates.
Now this is not only stupid, but also dangerous.
Now that users learn that such updates do not add anything, they will probably stop updateing.
And this can lead to security holes remaining exposed in millions of Reader installations.
QUESTION:
- Who shold we hold responsible?

It sounds as though your Updater is corrupt. You can also try disabling the registry setting for the automatic Adobe updater at:
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Adobe\Acrobat Reader\8.0\FeatureLockdown]
"bUpdater"=dword:00000000
