Adobe Reader and Acrobat will not install on winXP Laptop

I have a user that had Acrobat 7.0 and Contribute CS5 installed on her PC. The user purchased Acrbat X and went to install it(we have techs in different buildings and I was not a part of the purchasing or the original issue. This was just pushed over to me once the normal tech could not go any further.) when the tech went install Acrobat X she got a Error 1406 stating the user did not have permissions to wite to a certain registry key. The installation rolled itself back. With this error the tech decided to remove Contribute and any instaces of Adobe. Since then nothing Adobe will install. They will all give the Error 1406. I have tried Reader 9.4, Acrobat 7 and Acrobat X. They all reference different reg keys. We do have policies which restrict users from doing cerain things but I have tried with the local admin and my admin account and it gives the same error. I have tried using the link below that Adobe suggests...

I can find the keys fine but when I click on the key I get a message that says unable to open key. Tried delting and get same message. Tried right clicking and doing permission edit like the link above suggests but in the end it says access denied when I try to apply the permission changes I made. I did this with accounts that have rights to edit the registry. I am running spyware tool now but I doubt that will do anything.
 
Anyone have any ideas?

Follow the steps mentioned below:

1. Download Microsoft's SubinACL tool from http://www.microsoft.com/downloads/details.aspx?FamilyID=e8ba3e56-d8fe -4a91-93cf-ed6985e3927b&displaylang=en
2. Install the same by double clicking on the "subinacl.msi" just downloaded.
3. Open Command Prompt window through the Run Dialog Box (Start -> Run and type "cmd" and click OK)
4. In the Command Prompt window, type in the following commands:
i. cd /d "%ProgramFiles%\Windows Resource Kits\Tools" (Hit Enter)
ii. subinacl /subkeyreg "Write the full path (without quotes)to the registry key on which the permission is denied" /grant=administrators=f /grant=SYSTEM=f /grant=USERS=f /grant="Creator Owner"=f (Hit Enter)
