How to make sure form opens in browser, rather than downloading

I'm working on an order form that will live on my website and be accessible via a link. How can I make sure that when this URL is clicked, the PDF form opens within a browser window? Right now in both Firefox and Google Chrome, no matter what I try the form just downloads to my downloads folder.

Also, as this is a form that will be available to anybody on the internet, there's no way I can control their individual browser settings, so I'm hoping for a fix that can be built either into my PDF form, or into the link that you click to get to it.

Can anybody help?

Have you tried using the Search feature here yet? The phrase “Open in Browser” returns a nice list of helpful resources on this topic.
