Trouble with Acrobat on Terminal Servers

We have a volume license for Acrobat 8.1 and are trying to install it on 4 terminal servers. The first one went fine and the users can see their pdf files with the proper file association. On the other terminals all of the pdf files are not associated and when a user clicks one, an installer pops up for a second and then the "Windows cannot open this file" dialog box comes up.

Anyone have this problem before? It seems to be permissions related since the administrator account does not have any problem.
