Adobe Acrobat Form Submission

My wife is having a problem getting a form submitted. She is using Reader 8.1 on a form that supposedly grants printing and submitting. All of the forms allow the filling out the blanks and all but two allow submitting except two. When she tries to submit on the two that are left she gets a "Unable to complete the operation". I have searched for 5 hours and read alot of answers to others having the same problem but the only thing that can be figured out is that the form needs to have privilges granted for submitting when it was made. I am tring to figure out if it may be a problem on our side but really do not think it is. Am I on the right track since 7 out of 9 forms submit ok that the problem is on the server side. I am looking for possible answers so I really appreciate picking your brains. Thank you

Reader-enabled forms allow users of Reader to save form field information locally, which does not appear to be what you're doing. If you are submitting just the form field data and not saving then you should be able to do this via the Reader. If just a few fields are not working then I would suggest looking at the problem fields (in Acrobat 7 or 8 Pro.) and reviewing the settings for the Submit button. Select the form field, right-click and select Properties. Under the Actions tab, Submit a Form should be selected. Click the Add button and the Submit Form Selections menu should appear. Make sure that the Export Format is FDF (Forms Data Format). If "PDF The complete document" is selected then you'll receive the error mentioned above.
