Can you make a drop down Item display a description in another window?

I want to know if you can make a drop down item that the user choose's display the description in another window. Example. Let say the user is asking for permission to have access to our medical program. We have certain security for certain job descriptions. So they choose "Front Desk" I would like to have their security access open in another window right next to the drop down menu. In that box it would say "you have access to: View patient record,edit patient record and make an appointment.

this form will be sent to us by email and we can grant them access that fits their job description. we can file this in our data base.

Yes, you can do this. It's just a matter of writing some text to another field and setting the visibility. Take a look at these articals.
