Can't Enable Rights - Acrobat won't save the file

After enabling Rights to make a form saveable you have to SAVE the pdf. However, Acrobat gives me a message "This document can not be Reader Enabled".

What would cause this? Why wouldn't a document be ablet to be Reader Enabled?
Help!...gotta get these forms out.

possible reasons are

- allready Reader enabled
- protected by a certificate or password
- ...
