Can't Fill Out Fillable Forms

As I looked through the forum, I saw similar, but not exact questions. I'm jsut trying to fill out a form and print it.

I've downloaded a pdf form from NREL's website. In the security tab, it says that filling out of forms is allowed. It also says that it was created in 9.0. I tried using Reader 9.0 and then tried with the upgrade 9.3 and don't have the purple bar in either. The icon doesn't change as it moves over the blank tables. And I can't click in any of the blanks to fill them in.

So I went back to 7.0 (my most recent version) and tried with that. Still can't fill the form out.

This is for a proposal, and the question due date is passed, so I'm not sure I can ask a question (and don't want to look like I don't know how to fill out a form!).

Any thoughts? Thanks in advance.

Hi EllenC,

Even though the form is a PDF, that does not mean it is a fillable form. There are many PDF forms online that are just scans of paper forms with no fillable fields added to them. They are meant for you to print and fill out by pen/pencil or typewriter. The information under the Security tab only has to do with permissions- it does not mean it is a fillable form.
If you don't see the purple bar and do not see the icon change when you click in an area that needs to be filled my guess is the author never added this capability to it in the first place.
