Editing numbers

I have tried every way I know of to edit text in both the .tiff and .pdf format. I scanned a document to my computer as either .tiff or .pdf, then I've tried paper capture and OCR and every time it recognizes text that I want to edit, the errors are never recognized. I'm trying to change tariff codes from one number to another or change dollar values. Will an OCR recognize numbers?

It should (unless they are illegible).

How are you trying to edit them?

I am a long-time Acrobat user, an employee of Adobe Systems, and Maine native. I have created training videos for Total Training, consulted with people to help them better use Acrobat, and developed new business for Adobe as a Business Development Manager

I have tried text touchup tool. I've tried to delete. I can't even select the numbers I'm trying to replace. They won't highlight. I can add new numbers, but not delete or replace. I've tried paper capture, searchable image, and formatted text and graphics. Nothing I've tried will allow me to select the numers I'm trying to fix.
