Enable usage rights in Adobe reader

How can I enable usage rights for a generated pdf adobe reader without using Acrobat Pro?

Can I do this?

If yes, do I need a private key from adobe to do that?

The pdf reference says:

Adobe Systems grants permissions, for example, to enable additional features in
Adobe Reader, using public-key cryptography. It uses certificate authorities to issue
public key certificates to document creators with which it has entered into a
business relationship.

Hi david123000,

The only way I know to Rights enable a PDF without Acrobat Pro is to purchase the Reader Rights Server product from Adobe ( many thousands of dollars).
