enabling attachment of filled out forms to retain data

I'm having a problem. I want to post a fillable form on my group's website so people can download it, fill it out, save it, and then email it to the group as an attachment. I would like the pdf form with data to be in the attachment. I thought that this was possible with Acrobat 9 forms. I'm not getting the data in the attached form. Thanks.

Have you read the FAQ anchored post at the top of this forum about enabling form rights in Reader?

What products are your end users using?

They may need to update to a newer version of Reader.

We are a dog rescue group. We have forms on our website for adoption, fostering, etc. So it's anyone's guess what version of Reader they use. But I tested it with Reader 9. I've made a test form that goes to my emai, and set it to send the PDF. I did enable Reader to save, so when I filled in data with Reader 9, saved it, and opened the form again, the data was there. But when I submitted it, I got the form with no data.
